Unpowered cables?

Hello everyone. We had builders in a couple of years ago to update the kitchen. They ran 4 cables in two 2 pairs through the external wall saying we could use them for outdoor lights. We bought some lights recently and connected them but only 1 of the four works. I can't really ask them because we ended up having to claim for the floors not being fitted properly, so they won't want to help us.

Why would there be 4 cables but only 1 working?

Because the one that works is probably the feed maybe, they need connecting together probably

Is there just one cable somewhere else

Likely, the light you have which works, is the feed, and the second cable appearing out of the same hole, was intended to loop to the next light - daisy-chained, from the feed.
