Unskimmed walls - but papered?!

Hi, moving to new home soon.

Our surveyor states that the walls were not skimmed but simply papered. I have tried to carefully feel the walls and I detect nothing but smoothness. If the walls haven’t been skimmed, how do we decorate! The property was built in 1999.

Your thoughts and/or advice would be appreciated, thanks.

Wallpapered directly over plasterboard. You can paint over the paper.
 
Oh right, thanks. I feared we’d have to remove the paper, get the skimming done and then paint!
 
Would any particular type of paint be preferable? Or would we need a primer of any sort first?
very keen to get this right.

It may be taped an jointed which would leave a paper faced board
 
What kind of wallpaper?
It’s quite heavy looking, flat (ie no relief effects) and in some rooms there is a degree of sheen on the paper. I wonder how paint will adhere to the sheen effect.
