Unvented cylinder - cannot turn off immersion

Hi Forum

I’ve just moved into a house with an unvented cylinder, and my electricity bills are much higher than they should be, which has led me to think perhaps the electric immersion element is always on.

I’m trying to turn it off but am struggling to work out how. I’ve found the switch for the boiler, but that also seems to control the cable for the immersion element (I have tested this with a voltage tester pen; when I turn the boiler off that also cuts the power to that cable).

I attach a picture of my setup which I have labelled from what I think I’ve managed to work out and what I am struggling with, i.e.:

1. Switch for boiler
2. Switch for underfloor heating control pannel
3. A plug for something which seems to be a scale inhibitor (any thoughts on this?!)
4. Power cable to the immersion element as well as the element itself.
5. Two other witches and a spur that I have no clue about.

It's not the clearest photo of the wiring I've ever seen, but I think that cable is for the cylinder thermostat and the immersion heater is not connected. Maybe you could post a clearer photo of the wiring on the cylinder so we can confirm?
 
Thanks muggles. I could be wrong and the cable could be for the cylinder thermostat but I also took these photos which led me to think it was for the immersion element. Do these photos help?

Left hand block is for the immersion, right hand is for the cylinder thermostat. Looks like a cylinder thermostat cable to me
 
Looking at that pic the immersion isn't connected to anything. If it was there would be a live and neutral connected to the 2 top terminals on the left hand block.
