Upper Spray Arm

The water that goes to the upper spray arm moves very slow and then does not move the spray arms to clean. This causes leakage around the door because the spray arms are not moving , but spraying water directly to the door. Does the Drain Pump assembly have anything to do with this?
 
Anytime a spray arm is shooting water towards the door, it should be checked for a crack. If it is split, it can cause a leak at the door.
 
Check the spray are can rotate by hand, also check it is not blocked with food particles.
Its a common problem on my Hotpoint.
