I started this topic and, whilst making a final check of things, found the cause of the problem. I decided to continue with the post as it may prove useful to someone else.

I switched a light on this morning and the cartridge fuse popped. Replaced the fuse and it popped again, so there is obviously a fault somewhere in the first floor circuit. Also on the same circuit, in the bathroom, are 4 low-voltage (12V) halogens, each with its own transformer.
1. No work has been carried out to this circuit for several years.
2. I have checked all of the roses and everything seems ok.
3. Could the fault lie within one of the 12V transformers?
4. If there is a faulty transformer can this be tested witha multimeter? I seem to recall that testing transformers with a meter was not an option. Happy to be corrected on this.
Solution The problem was with the cartridge fuse holder. When replacing the fuse I pushed it fully home in the fuse-box, this was the problem. I've no idea why but I just eased out the fuse from the box a fraction and bingo, problem solved
. I've replaced the cartridge fuse assembly and everything is AOK.
