Upstairs Radiators not getting as hot as downstairs ones

that's it basically. Could it be that there's not enough water circulating in the system? I've bled all the upstairs rads and although there's no more air coming out of them the rads still don't heat up fully (only heat up half way, ish) and water doesn't come out - as if there's not enough water in the rad.
Any help, suggestions much appreciated.

check the f/e tank in loft

Is your system open or unvented. water should come out of rads if fully bled.

It's an open vented system. I take it the f/e tank = expansion tank?

Thats the one, the smaller of the two.
Also check the feed to the sysem pipe, use a magnet if it sticks its blocked.
