Upvc onto existing soffits.

I,m putting upvc soffits onto existing soffit boards.
The fascia boards are also being covered with upvc boards, the soffits are going to be poly pin at the fascia lip and the back is going to have 12mm batons . This will bring the new soffits level but I cannot seem to get screw the batons to the old soffits , the boards are rock hard.
I tryed a pilot drill into the boards and that took some doing...
So what is the best screws to use..
Is it best to drill a pilot hole first.
Poly pins just bounce off the boards..

Be careful. It sounds like you are dealing with asbestos.

how will I know if I,m dealing with asbestos or compressed concrete sheets..

Just assume that you are. The fibres that hold the cement together are nearly always asbestos in the days you are talking about.
