Using water based undercoat

I am about to paint the doors and skirting boards in my flat. First I am applying a water based undercoat.

Do I first need to sand the old paint a little bit before I apply the undercoat? I just mean to ruff it up a little bit not sand it right down.

Waterbased paints are rather prone to underlying contamination, always a good idea to either wash down or wet abrade prior to application.

Also when applying these paints it is good idea to use a synthetic bristle brush such as a purdy, a tad expensive perhaps but worth it in the long run.
