Central Heating working, but hot water taking long time to come and hot water is only warm is this the diverter valve ?

servo valve or sticking pin in water section would be my first port of call

It all depends on when the boiler fires up! Should be within three seconds of tap on.

More likely to be a blocked secondary heat exchanger!

Boiler does switch and makes some clicking relay noises, hot water comes eventually after running water for long time.

Replace the microswitch on the servo valve. Common fault. Possibly easier though to replace the servo valve complete while you have it out.
