Vaillant VCW221 Boiler pressure

I have recently noticed that the pressure settles to 0 when the CH is off, but the CH will start up with no problem at 0 (have can that be?).
When the CH is running the pressure goes upto nearly 2.5-3bar and i have noticed a little drip(drop) on the over flow pipe outside.

Can it be faulty PRV or EV or what?

Thanks in advance for any help/cpmment.

The drips will be from the PRV but the reason it's operating is that the expansion vessel isn't doing it's job properly, hence the large swing in pressure between cold and hot.

It may only need recharging with air or it could be damaged.
