Anyone know where I find this valve on engine?

Found it on foreign language YouTube video, looks like I am going to loose some skin getting to it.
Managed to remove for cleaning hoping to cure rough idle only to find coolant in it, (coolant level has been dropping.)
Is it fixable ? Costly?
