vent brick above floor level

i am building a kitchen extension and have just reached damp course, i now have to put in vent bricks. i am told that these have to sit on top of dpc, the problem i have is that i had to step up dpc so now the new vent brick wont be completely under floor level, i would have to cut out a section of block for the vent brick under dpc is this allowed??????
