vent pipe off hot water cylinder

Hi,
Should the vent pipe that comes off the top of my hot water cylinder that bends into the tank in the attic be getting hot (to hot to touch)??
If not, what would usually be the cause of this getting hot??
No water seems to spill out from the overflow into the garden.
I have condensation in the attic and damp mould patches on parts of the ceiling and I'm wondering if this is the cause of that.
Any help greatly received.

possibly faulty boiler\immersion thermostat or restiction in pipework

It'll get quite hot due to natural convection. Go into your loft and see if the water in your cold water tank is warm, if it is then you may have an immersion problem, if it's cold then everything's fine
