ventilating a decommissioned stack.

i have just bought a house (100years old) with 2 stacks all sealed at bottom, each stack services 4 fires (or did), the first stack is through the roof and the other has been reduced below the roof so it terminates in the loft. what are the recommendations regarding free air size for ventilating the stacks (at the bricked up fire openings) if any?

ive posted here though the building forum may be the right place to post.
