Ventilation in a Victorian Mid Terrace

I have a Victorian mid terrace.

The basement has been converted and there is a window leading out, which I believe also works as a fire escape for health and Safety. Looking out this window I have noticed that the area outside at the top of the window has not been sealed or plastered. Basically I can see up to the fisrt floor joists/flooring.

Was this done due to ventilation or is it just a lazy mistake?
If a lazy mistake and I fill the gap with wood and cover with Mortar should I add an air brick under the floor?

would suggest "lazy/mistake".

i have used uPVC 95mm wide x 2.5m lg by i think 3mm thk (around £4 from typ wickes). use jig saw to cut to profile and fix with either contact adhesive, no nails or st st plastic head nails. then frame sealant around brickwork edge to seal.

to ventilate the floor void you need air vents equivalent to 1 brick size every 2m of the walls providing the ventilation (ie normally the front and rear or front and side).

I was going to use wood and screw it to the top then mortar around and on top so it fits in with the rest of the area. Any objections to this method?
