Venting an existing flat roof?

Have a small extension that is only able to be vented on one side. It is a cold deck construction ( 22mm ext ply, several layers of torch on, etc). My question is how can I get cross ventilation or is it strictly needed? If I completely fill with insulation and use foil backed plaster board would condensation still occur and where?
Really don't want to use roof mounted vents etc. If completely filled are the electrics safe?
Building control aren't involved but regs are being well observed.

you can't get cross ventillation from one side only.

You need some ugly mushroom vents or similar.

If, as you say, you do not want to use these then build a warm deck roof.
