venting wc

hello

i have a bathroom where the vent and waste stack are inside,and to make room for a new sink and unit i need to remove the vent stack,and return it outside.

my questions are do i need to vent and what are the regulations concerning this. can i just cap off just above the waste ?

i live in a council property,and need approval from a inspector before i can go ahead,and want to be clued up just incase they dont approve.
