Vertical radiator valves at the top?

Hello, this question may be funny to those in the know but could you hang a vertical radiator with the valves at the top - so very little channeling out (concrete floors) I'd never considered this but someone suggested it today and I thought I'd ask.

Not if you want it to get warm. Heat rises.

On a pumped system it should work but chances are the lower part of the rad will be cold as the hot water will short circuit across the top as suggested.

The only way it might work is with a long dip pipe on the return side.
