Vinyl matt paint

Hi,
I want to paint with vinyl matt trade on top of contract matt. Do I need to apply a mist coat first?

No.

But vinyl Matt will likely have a very soft sheen to it

No actually. I bought Crown vinyl matt and it's a very beautiful flat white. I am very happy with it.
