is there a way that i can put new wall paper over vinyl wallpaper.the walls in my house are of of the old plaster and in places its gone,ive already had to replaster a large section,also i have put heavy vinyal wallpaper up in the kitchen to cover up old artex but i want to cover this also

Just a thought,you could used decor wall panel sheet,formica sheet,wood cladding,wall brick tiles,plasterboard lining,take off old plaster to brickwork (not breezeblocks) & paint over it or Artex Skimcoat ( which does not need any plastering skills).
