New wallpaper over a vinyl wallpaper

I am repapering the lounge which currently has a vinyl paper on the walls. With two of the wall the top layer of the vinyl paper pulls away very well in one long strip, leaving a good base layer to work with.
However on one wall the vinyl does not seem to want to separate from the base layer and just comes off in tiny strips.
My question is:
Can I sandpaper the vinyl to roughen it and then paste the new wallpaper over it?

problem 1 any overlap on existing paper will have to be dealt with before new paper goes on
problem 2 make sure the joints from the old do not line up with the new.
spend a bit of time and take off the old.will be worth it in the end.
preperation is everything
