Wallpapering over exsisting wallpaper or lining paper?

Hi everyone,

I read everywhere that you shouldn't wallpaper over exsisting wallpaper, but you can wallpaper over lining paper. My question is, if the exsisting wallpaper is very flat and has been well done, is firmly stuck, is not vinyl or textured, and there is only one layer, can't I use this as the lining?

It seems pointless taking off perfectly good paper just to re-line, and whatever I do I'm still going to end up with two layers.

You could try but maybe give the walls a coat of emulsion first to seal. That'd also show here its going to bubble/lift!
Lining paper is hung horizontally prior to wallpapering , youll probably see the vertical lines through your new paper !
