vizo 24 boiler

i had a vizo 24 boiler fitted over 2years ago and untill now has been exellent but now if i run my hot tap on full it only gets look warm but if i slow the water down it gets hot. when i take a shower now even if i turn the shower to hot it only gets look warm. i have had an engineer to look at it and he says because it is a small boiler and its cold outside it cannot keep up with the amount of flow.
i think this is strange as the boiler delivered hot water through the last two winters has anyone any ideas

did the engineer measure the cold main temp and hot water temp?
