Elevated pressure will not have any detrimental effect on boiler operation.
Pilot will be on even when boiler is depowered (but boiler starts leaking within the combustion chamber if this is done).

Do you hear a hum from area behind the red switch?
Do you hear the fan running?
Have you had the boiler serviced (most I visit have been, but rarely as specified in the manual)
Flowmatic is a hard boiler to break. Lack of service often makes it sick. Good boiler that will come back to life if it is serviced.
My advise would be get the boiler looked at, Do NOT throw parts at the boiler needlessly and get an initial inspection before work commences on it. The inspection will tell you and the engineer what the nature of the problem is and also how other components are operating when boiler is functioning.
