vokera comact HE question ????

got new vokera installed, have disconnected and drained my central heating system to replace radiators.

problem is i have boiler at water only mode and it is not working, coming up with faulty red light.

does the system have to be pressurised b4 the water only mode will work,
kinda defeats the purpose if so !!!
