I rent a flat that has the subject boiler, it has a 15mm flexi pipe from the mains cold to a "T" in the 22mm Outlet pipe ( second from left looking at it from the front ). this flexi pipe is fitted with a tap,
It has worked fine for the 10 month I have lived here but now I have to turn on this tap on for 10 to 15 seconds ( you can hear it fill up ) and then the boiler will fire up else it "red lights".

My question, can I just leave this tap open ? what would cause this fault ?

No you cant leave the tap open take it to between 1 and 1.5 Bar on the guage then close the valve, when your heating has been on for about 20 mins check the guage and if it has went up to about 3 Bar then you have an expansion problem ,if it hasnt then you have a leak somewhere

I will try this. I take it the pressure should return to 1.5 bar when its turned off.

Had it at 1.5, after 30 mins it was 2.5, another 30 mins later it was down to 1.5 just looked at gas safety record and it was defected as "filling loop was in open position" so it looks like some one who lived here before me had a problem and by-passed it.

System has overpressurised in the past and probably set the PRV off to discharge. Once these have been activated once, they tend to fail and need replacing as they can no longer hold water in the system at the operating pressures. Also likely that the expansion vessel is either depleted on the air side or has failed and needs replacing. Get your landlord to book in a visit from gas safe engineer to assess and rectify.
