volt free output terminal has 10VAC plus

Can anyone explain to me why volt free output terminal has some voltage measured with earth?

Any trouble shooting guide?

In the absence of any information about the equipment the best quess is capacitive coupling between the volt free contact and the other wiring in the equipment.

When measuring with a high impedance meter it only requires a small amount of stray capacitive coupling between wires in the equipment to induce a measurable voltage on other wires.

Put a load between the contact and earth ( a 12 volt bulb if the voltage is 10 volts ) and see if the voltage becomes zero.
 
I agree with Bernard, except I would probably try a higher resistance. load. Something like a 10K or even a 100K resistor (or testing with an analogue meter instead of a digital meter) would probably be enough to shunt an induced voltage.

what's the input voltage to the pair of volt free terminals?

you don't get single "volt free" terminals.. you need an input and output..

most likely is as already stated, an open contact, with the "output" wire picking up capacitive coupled voltage from the "input" wire
