Volvo S60 2013 D4 diesel AC not working.
Clutch is not engaging.
Used a scan tool. The error codes are as follows:

P0645(00) [0x064500]
AC compressor clutch relay - circuit malfunction
Status: Pending, Confirmed, Test failed since last DTC clear, Test not completed during this operation cycle

P1463(23) [0x146323] Archive (inactive)
A/C Pressure Sensor Insufficient Pressure Change
Status: Test failed since last DTC clear, Test not completed during this operation cycle

AC pressure switch reading in the scan tool is around 85 psi to 92 psi.

Not sure where to start.
 
Paste the error messages into bing Copilot Search or similar AI search as a start.
 
The clutch compressor won’t engage if the system pressure is low so the thing is to have it regassed first.
Some firms will regas the system and, if the gas leaks straight back out, won’t charge you.
I use Kwik Fit for mine - takes 40mins.

Short out the pressure switch, if the A/C comes on, you'll know it's either low on pressure (most likely) or a faulty switch.

Your a/c is short of gas, either a normal and gradual loss of pressure, or perhaps a sudden loss. 2013, at 12 years old, it could be the radiator (condenser) at the front has rotted away due to road salt, so the only fix, is to replace it, and recharge. An a/c specialist will be able to do a quick pressure test, to check for leaks, and recharge it, if no leaks.
 
I have recently recharged the ac. There is no leak. The pressure is normal. I will try to find the pressure switch and short it.

Scan tool is showing ac pressure around 90 psi and it fluctuates a little.
 
As the scan live data is showing a pressure reading the AC system has an analog output sensor (and not a simple trinary switch) so don't go shorting out pins.
Hope you didn't waste time with those diy cans...the refrigerant charge needs to be the appropriate amount for tge vehicle.
We pressure test at 10 bar with nitrogen (including a hydrogen tracer for leak detection) followed by vacuum and charge. A vacuum drawdown doesn't always show a leak.
 
I think the pressure switch is 3 pin. There may be two pressure switches. One for high pressure and one for low pressure. I have used a garage to refill the gas. They have done it using a machine. So far I have asked few garages and none repairs ac problem.

That suggests that rather than a switch, it relays an actual pressure value back to the system. A trinary switch simply switches - they ensure the pressure is higher than a set level, less than a set level, and trigger the electric fan to run, to cool the condenser, when the car is stood, or in traffic.

To make any progress on this, you need to post the a/c diagnostic result codes, or take it to an a/c specialist. A normal garage able to top it up, will not have the experience to diagnose problems.
