Wall Hanging Spanish Slates - House exterior

Hi, ive recently extended our bungalow and we had slate hung outside the property on the exterior walls (due to recommendation of the planners)
the slates were nailed and not hooked and when there is strong winds they rattle v loudly which is not ideal!
does anyone know any solution i could do to solve this - other than removing them all and using hooks

enlarge the hookholes slightly and inject some grey silicone - eg.leadmate
