Wall Joint: Unsafe?

In the pic, the dark vertical line above the first 5 courses of brick looks like a fibre expansion filler between the wall and the brick column. The topmost course has a line of cracked mortar between the wall and column. Does this means that there is ABSOLUTELY NO mechanical connection whatsoever between the wall and the column for the top 20 courses of brickwork. There is a public footpath immediately on the other side, and the obvious worry is a collapse onto the path on a windy day causing injury to passers by. Should I consider screwing metal brackets to provide the missing connection between wall and column before disaster strikes?

Sleeved ties are normally installed to permit movement while holding the two walls together. Whether there are any in that is unknown
