Wall Paint

Hi. Just stripped a bedroom wall with the intention to paint however as you can see (apologies for the picture quality it is an old phone), there appears to be some sort of paint/something that was under it. Would I have to use lining paper in order to paint over? Thanks in advance.

Yes, you will. You will see every patch if just painted. I help a decorator now and then and we feather easifill over the edges, then run the Mirka sander over before lining papering with 1200 grade lining paper.
