What wall plugs would go on this wall. Removed old unit but want to know which wall plugs would work for this wall.

Merely seeing the surface with some old wall paper does not give any information what the wall construction is.

And you have not said what you want to hand there!

Want to hang a new floating shelf. Removed the old one but don’t know which wall plugs to use. The cones I have just don’t seem to catch and hold on int the wall
 
You can only choose plugs when you know what the wall construction is.

It looks to me like it's probably tubular chipboard in which case you can just screw straight into it and the use of plugs is actively counterproductive. The complication is that as the name implies there are repeated voids and also it's quite thin from front to back so you will want to avoid poking out the other side; going in at an angle may be helpful so you can be sure the screw is gripping something within the wall, not just at the surface.

PS: you can confirm whether tubular chipboard by (taking appropriate precautions) removing a light switch and back box somewhere.

NB: because of the thinness of the wall there is an increased risk of inadvertently striking a buried cable (in one of the tubes) so make sure you diligently check for electrical accessories on both sides of the wall.

Ah, but it does if you are familiar with the wonders of system built postwar (ex-)local authority housing stock.
