Wall prep before skimming

Ive got a pb wall that needs skimming. Over the years it looks like its had.the following done. Paint directly on the pb.
Lining paper over the top then more Paint.
Apart from the appropriate beads and scrim
Whats the best approach to prepping the wall before i skim it?

-Pva straight on the wall
-Remove liming paper then pva

*note ive tried removing the lining paper in a few areas and it jas taken with it the paper backing off the pb so im not sure if trying to get all the lining paper off is a good idea.
What do you guys reckon?

Definitely can’t skim over lining paper fella. Potential overboard or reboard if it won’t strip

On the note of skimming over stuff. Its okay to skim on top of painted pb right?

yep, it’s more that wallpaper will disintegrate and come off with the moisture in the pva and plaster, whereas plasterboard obviously doesn’t . If not already tried, try giving it a dose of watered down pva, guess there’s a chance it may shift the top layer and leave the plasterboard intact

23vc is totally right. When the paper gets we it will pull away. Taking the plaster with it.

Yeah it is. Might need a coat of pva as it's painted the skimming when tacky not dry. Assuming the paint is sound. If it's flaking then you need to a few more steps

Ive only just got round to stripping the wall and heres how it looks


The paper came off pretty good but in some places its taken the paint with it leaving a few areas of exposed plaster and the rest is flaky paint.

What were those additional steps that id need to take to prep the wall for skimming?
