Before painting a wall, after sanding, what should I wipe the wall down with? A damp cloth? Sugar soap?

And when filling; should I paint over the filled patch to prime it before starting on the wall?

If the wall has been newly skimmed/plastered, dilute emulsion paint with water and paint away.

if you sand the filler down, you can paint over it as a primer and then when you paint the wall, it will get a second coat so make it inconspicuous
