Wall ties and starters

Hi.
At what point do I need to start inserting wall ties. Below DPC or wait until above. I have 2 courses of concrete blocks and 2 courses of engineering bricks below DPC.
Also do I use wall starters below DPC??

Ties every 450 from the bottom of a cavity wall. Whether it's in the ground or above it. But you may want to put ties at the bottom of the insulation to hold it up.

Wall starters above DPC unless you have some sort of whacky design.
 
Sorry the second question was referring to the wall starter ties. I have the spacings for the wall ties
 
With wall starters, there will be enough ties for one every block course and one every three brick courses
