Wall ties/wall starters below DPC

Just to clarify, no wall starter and no wall ties below DPC. Just a weak concrete fill to 225mm below DPC slopes to outer skin?

Do I put start the insulation directly on top of the weak mix infill to prevent thermal bridging, then add wall ties above this at the correct spacings?
