Wallpaper flaking paint how to repaint without stripping?

Hi,

I've got a couple of places where the wallpaper has flaking paint.

Is it possible to repaint without stripping either the paint or wallpaper?

I read about Toupret filler but this wallpaper is patterned. The image shows the chimney breast at the top of the stairs.

I've since scraped more loose paint off and sanded edges but get the impression the patches will still be visible after painting..

The choice would be powder filler mixed a touch stiffer than not or decorators caulk. I would have both and experiment, but filler would be my first choice as it will give you more chance of trying with it, apply using a knife or apply with a finger, and in any case use a finger to make the surface a bit imperfect (touch and lift, rub along etc)... if you see what I mean.
