Wallpapering.. internal insulation?

Hi all,
we have a room in the house that seems eternally cold, its got three external walls.

Im planning to wallpaper the walls with Wall Doctor, in my experience this makes them less cold to the touch, and then paint them... is there a better way to internally insulate the room (its not a very big room).

I don't know what wall doctor is but you could use wallrock thermal liner, have to say don't know if it works though.

Thansk for that, the wallrock thing seems to have gotten good reviews, expensive but might just be worth it.
