warm rad

could someone help please
combi system recently moved in problem is with a single rad all others ok. problem is only slightly warm at the top and stone cold at the bottom. ive tried bleeding .... doesnt help
disconnected rad taken in the garden and flushed with hose pipe .... doesnt help.
new temperature controller on the rad ... doesnt help

please its getting cold !!!
