Washing machine water supply

Hi all , trying to turn water on for washing machine ( new old house ) and this is the water pipe - it has no lever just a small screw . How do I turn water on ? Thanks

Open ended spanner, or adjustable, or maybe pliers on the square spindle end - and turn it about 1/4 or 90 degrees to on.

As bought, they are fitted with a plastic handle, but in use the handles tend to break.

It will only turn one way , pair of pliers is easy.
