Why?
Are they particularly causing you harm?
They are good for your garden, they eat the aphids and promote pollination (more than bees) so you could just leave them alone.
If they are in the compost heap it is most likely german wasps, they are usually less aggressive. Had a large german wasp nest in the ground under some shrubs, could walk by about 2 feet away and they would ignore you, but then again we had an enormous underground nest close to a path, and they would swarm at you when walking past, so that nest did have to go.
