water comeing out of f&e tank

Hi a friend at work asked me this morning what is wrong with his overflow pipe. After asking him a couple of questions i found out its his f&e tank which is above his hot water cylinder it keeps dripping out untill he turns taps on which stop the water comeing out...
I didnt know the answer i thought it might be that the float valbe needs adjusting
any ideas please let me know
 
If it really is the f&e, then (since the water should be totally isolated from anthing in the taps) the only way the taps could stop the drip is if the cylinder coil is split, and the levels in the cold water cistern and the f&e are trying to equalise through the split.


However, it is more likely that he is mistaken, and it is the cold water cistern that is overflowing, probably due to a dripping ballvalve. It is very cheap (and much easier) to fit a new one rather than rewasher the old. He can rewasher the old if he wants to, at his leisure on the kitchen table, and keep it as a spare for next time. I like to keep a spare ballvalve next to the tank in the loft to save time.)

p.s, it is not unusual, especially in flats with no loft, to have a rather small cold water cistern on top of the hot cylinder.
