Water coming through neighbours wall

Hi, got a problem, theres a boundary wall, and behind the wall the ground is built up.

Now there is water coming through the wall that is draining from the neighbours land.

is this their problem?

or are there any available solutions to stop the water penetrating.

if the water was not coming through the wall then you would have a problem
 
As I understand it, if that's the natural lay of the land there's nowt you can do about it, apart from making arrangements for the flow of water, but, and a big but:

If your neighbour has built up the ground in order for this to occur then they are causing a nuisance and you maybe can ask the local authority to inspect and if they agree they can demand that your neighbour rectifies the situation.

Similarly, if you need to make arrangements for the flow of water you can not simply direct it onto a neighbour's property.
