Water in toilet keeps filling up and then going down ?

as the tittle says, my downstairs toilet water, after flushes rises to the top of the bowl and then goes down the pan underneath the normal water line and stays there.
any suggestions please of what this may be and how to repair it ?

You have a partial blockage.

Try a large plunger to see if you can dislodge it.

Have you lost a toilet block lately?

there was some utilite company working on the drains in the street the other week. they said that there has been blockages in the man drains and is always a problem in my street .
