Water leak or worrying too much?

Hi all,

My x0.0001 water meter needle moved slightly in 20 minute period. Pictures attached. Very slight movement. Stop clock not turned off.

When I turned the stop clock off, no movement over same 20 minute period.

I think this means some internal water escape. Is this normal? Could it be a toilet or does it fluctuate slightly?

No sign of leak inside, no damage.

If the meter shows water usage then water is passing through it. Loft tanks / toilets are the most likely places where water is running as they are not as obvious as taps etc.
 
I haven't got a loft tank and may be a toilet. I don't mind if it's the toilet, as long as it's not a pipe leak. As I said there is no visible damage. We don't have a large water bill and we use less than our average neighbour.
 
Any dripping taps? Anything not filling properly? Did everything fill up before taking the reading?

Just checked again. Pics attached, no movement over 40 mins. Must have been the toilet filling so slowly that it was drawing tiny amounts of water.
