Water leaking through neighbours wall

Hi all

I have a major issue with a large amount of water leaking through a boundary wall into my front garden. Ive attached a droplink with a selection of videos and pictures further to the ones below


This has been discovered after paying to have my drive and block paving put down but it sunk almost instantly.
I have dug it all up to investigate and the water is coming through under the foundations of the wall seperating my house from next door. The water is running through clear and filling up a trench I have dug next to the wall twice a day (est. 80 litres+) often overflowing if i havnt been there all day.
When the water leaks through and after filming under the wall I've noticed how hollow it seems behind and all this black stuff trickles through and is on the bottom of the foundation, what is this? The water stain on the wall i thought could be built up sitting water the other side as its been drying out a bit with how much ive been emptying water however, the soil from my garden before the drive came to that line so its hard to determine if its just drying out now it's seen daylight for the first time in 20+years

Sewage - Severn Trent been out twice, put a camera down their line and reported no issues or leaks (Their pipe is a further 8 inches lower than my lowest point in trench)

Tap Water - SSW been out 3 times, listened to the feeds on multiple houses, reported no leaks However i noticed all the main stop taps in the street are underwater (on reading this could be surface water filling them up)

Insurance - no leak detected on any of my feeds to the house, refer to neighbours insurance as water is coming from there

I'm now a little stuck at where to turn or what to do next. The neighbour is a old lady in her 90s and communication isnt easy. Getting the water lab tested to determine the source is costly and I have been informed due to not knowing how far the water is travelling from, could effect what's in the water and not prove anything. I'm starting to think it could possibly be a natural spring, alot of built up water behind the wall or a leak from somewhere alot further away. The water Still comes through everyday regardless if it has rained or not.

Next door is built on slightly higher ground (est 1m higher behind the wall) and has an inspection chamber for the sewer, as stated the sewer is lower than the leak suggesting the water is coming from higher. Land is thick clay, old coal mining area
