Water meter connections - anti-tamper?

In the next week or so, I need to alter the pipework close to a water meter which is behind a small access door in the bathroom. I don't think I will be able to do this without at least loosening the meter securing nuts as pictured. Are these tamper protected in any way, or are they just compression nuts with a securing point for a locking wire?

The tamper seal wire is missing so the meter is not currently 'protected'.
