Water plus Chlorine and Plaster

This is abit of a odd question, Did a quote a couple of days ago for a plastering job to a house, the lady offered me a drink while I was there, so I was curtious and said ok, I'll have a water. So she proceeded to fill up a glass from her cold tap.
I noticed a very very strong smell of chlorine, similar to that of public swimming pool smell. This got me to wondering how it will effect the plaster mix or and the finish, ive never experienced this before with any water in any house. Unsure if she is using a water softener or not, but even if so it shouldnt smell like that surely? Naturally I didnt tell her that her water tasted like it had been pumped from a swimming pool as not to offend her and discreetly tipped it out, but Im a little worried by using this water when mixing up.
 
If it's the normal amount of chlorine in the water supply, then it will evaporate from an open glass within a couple of minutes. Whilst I have no knowledge at all of what the water suppliers actually do, I'd expect the chlorine dose to be higher in the summer.
