Water running into toilet bowl-new installation

I've looked at other threads but can't find anything on new toilet installations so hope someone can help me.

I have fitted this myself but I'm a fairly capable DIYer. However, I cannot see what might be going wrong beyond the (brand new, supplied with cistern and toilet) parts being faulty.

Water is running into the toilet bowl when it shouldn't be. As a consequence, after a while, water is slowly flowing through the inlet valve to top up the level.

There doesn't seem to be anything wrong with the seal at the bottom of the flush valve and I can't see or feel any bits of debris.

The only thing I would say is that when the flush valve is turned to lock it into position, it can be turned easily, almost as if it is not actually locking in position, although it does need a little more effort to overcome the end of the bayonet and unlock for removal.

I've uploaded a few pics which may help.

Any suggestions as to what might be wrong?

It is probably the overflow, you have the water level, in the cistern, set too high

The water is a good 15mm below the top of the overflow pipe
Could be this, or the bayonet isn't tight enough and it's sleeping through the seal.
So what is the solution? I can't see how the bayonet can be tightened. Is it a faulty part?

One of my son's toilets had a similar problem, though not on a new system. I tracked it down to the rubber washer on the flange which lifts to flush, interfering with the inside of the tube in pics 2 and 3, so it didn't land firmly on the hole (if you see what I mean). Took some finding, but I trimmed a couple of mm off all round with scissors and that cured it. Maybe unlikely on new kit, but worth a look.

Sounds plausible. My next step would have been to replace the unit so I suppose I have noting to lose.
