Water sputter from all taps hot and cold suddenly?

Hi guys,

Any advice greatly appreciated. I live in a block of flats and about 8pm yesterday onwards, the water from all taps and hot and cold have begun sputtering really badly. I phoned southern water (my water supplier) who advised there was no current/active faults on the supply network in my area at this point but there was a problem earlier in the day which had been resolved and that the fault has to be more localized to my building which is private so they cannot help.

I checked the water repeatedly until about about 2am just before I went to bed (yeah late I know) , At about 2am the water became normal from the cold taps I should of tested the hot more but that too started to become normal too, a few sputterings here and there but nothing major and so I thought the problem was resolved. This morning 8am I wake up and the water is sputtering across all taps again.

Any idea what could becausing this?
 
What do your neighbours say about their water?
Yeah so this morning I reached out to my neighbour who is also on the same floor as me and they said they had the same problem last night but theirs has now fixed and its back to normal but mine is still sputtering aggresively. I do get brief moments of somewhat smooth flow but then the sputtering begins again. :(
 
Open all the taps a little and flush any loos. Then close one tap at a time starting nearest you stop cock. Sound like you have an air lock.

It seems to have fixed it, after some sputtering it eventually has gone to normal again thank god and hopefully will stay this way!
